Reduced Availability of Discovery Server API

Between 17 May 03:00 CEST and 18 May 09:00 CEST we experienced reduced availability of the HTTP APIs of our Discovery Server.

This resulted in multiple problems:

- Some gateways with dynamic configuration (such as The Things Kickstarter Gateway) were not able to (re)connect to their configured Router.

- Some applications with dynamic configuration (including applications that use the node-app-sdk) were not able to (re)connect to their configured Handler.

- The console crashed unexpectedly every time it tried to look up the Router for a gateway, or the Handler for an application.

Most traffic was not affected by this issue.

We are still investigating the root cause.
